Course Description
Both Chambers of Congress and the White House controlled by Republicans. Controlling these institutions allows Republicans to use the budget reconciliation process to advance much of its legislative agenda by lowering the threshold for passing legislation in the Senate from 60 votes to a simple majority. While politically advantaged in this way, budget reconciliation bills are limited from a policy standpoint to provisions that increase or decrease federal spending and revenue.
At the time this description was created, the budget reconciliation bill is still being drafted. Congress is expected to pass the bill by the end of the summer, possibly earlier. This bill we'll have major implications for the US healthcare system, especially the Medicaid program. It also includes many important tax policies for both individuals and businesses. This session we'll dissect the budget reconciliation bill and analyze its impact on the RCM industry.
The reconciliation bill will be the main legislative vehicle for much of the Republican legislative policy agenda. However, many important policy priorities will not be included in the bill for either policy or political reasons. It will also explore policies that were not included in the reconciliation bill that Congress could address in the near future.

About the Presenter
Matt Reiter is Principal at Capitol Associates, Inc., a bipartisan lobbying, and policy analysis firm located in Alexandria, VA. Since joining CAI in 2014, Matt has worked with corporate and non profit organizations for clinicians, healthcare facilities, patient advocacy groups and health plans.
Matt is the Director of Government Affairs for the Healthcare Business Management Association (HBMA), a national professional society for the healthcare Revenue Cycle Management (RCM) industry. In this role, he specializes in legislative and regulatory policy issues relevant to the RCM industry such as Medicare reimbursement, administrative simplification, value-based care, and efforts to reform the U.S. healthcare system.
Matt is both a policy analyst and an advocate. He helps organizations understand an issue so that they can make informed decisions about educating their members and advocating before Congress and federal agencies. Matt helps clients develop and execute an effective government relations operation either as their advisor or as their representative.
Matt is an accomplished public speaker who regularly presents on federal and state legislative and regulatory policy at conferences and membership meetings. Prior to working at Capitol Associates, Matt spent three years at a lobbying firm supporting its healthcare, agriculture, appropriations and energy practices.
Matt is Secretary of the Board for the Government Relations Association (GRA), a professional society for individuals who work in the government relations industry. Matt recently completed a two-year term as Chair of the Society of Health Policy Young Professionals, D.C.’s premier networking organization for young professionals who work in health policy. He has held similar leadership roles such the Vice President of Education for the Old Town Toastmasters club.
Matt is a Graduate of American University, where he earned B.A. degrees in Law and Society as well as Philosophy. Matt resides in Northern Virginia with his wife and daughter. He is also active in the Metro-D.C area as a guitar player.
